If remaining difficulties are removed, we should wish to publish as soon as possible after signature and to synchronise with Chinese and United States publication. But we cannot publish text till it has been laid as a White Paper, nor can we lay it till treaty has actually been signed. It would therefore be difficult for us to arrange for publication sooner than 12 hours after signature.

2. To enable this to be done, please telegraph in advance of signature names of signatories in the form in which they would sign and manner in which they would describe themselves. We could then print the White Paper. On receipt of a most immediate telegram from you reporting fact of signature and the time, we would lay the Paper and simultaneously publish the text.

3. If circumstances permit please explain position to Chinese Government and report immediately whether they would agree to publication say 12 hours after signature. Please also give us as much notice as possible of proposed time of signature.
